Jennifer Gover Bannon is the Deputy City Attorney for the City of Champaign. In this role, she provides legal counsel to the City Manager, City Council, City Boards and Commissions, the City of Champaign Township, METCAD 911, and the Champaign Public Library.
She serves as the principal attorney for the Champaign Fire Department, Equity and Engagement Department, and Human Resources Department, and advises all City departments on labor and employment matters involving both union and non-bargaining unit employees. Ms. Bannon also serves as the ethics officer for City staff and advises the City Clerk on election law and Open Meetings Act compliance.
Ms. Bannon received her J.D. from the University of Minnesota Law School in 2011 and holds a bachelor’s degree in political science from the University of Illinois.
Before attending law school, she worked as an early elementary school teacher in Houston, Texas. After obtaining her J.D., she served as a judicial clerk for the Honorable Donovan W. Frank (U.S. District Court, District of Minnesota) and the Honorable Dyanna L. Street (10th Judicial District Court of Minnesota). Prior to joining the City of Champaign Legal Department in 2014 as an Assistant City Attorney, she practiced municipal law in Minneapolis, Minnesota, as an associate at Rupp, Anderson, Squires & Waldspurger, P.A.
